Prayagraj: A state-level review meeting and capacity building workshop for the Yogi government’s ambitious Chief Minister Youth Entrepreneur Development Campaign Scheme was held on Friday at the Indira Gandhi Pratishthan in Lucknow. The meeting was jointly chaired by Avnish Awasthi, Advisor to the Chief Minister, and Alok Kumar, Additional Chief Secretary, Micro, Small and Medium Enterprises and Export Promotion Department.
K. Vijayendra Pandian, Commissioner and Mission Director, Raj Kamal Yadav, Managing Director, UPSIC, Sarveshwar Shukla, State Nodal Officer, Sandeep Prakash, DGM, State Bank of India, Sudhir Gupta, CGM, Indian Bank, Additional/Joint Commissioner of Industries, Deputy Commissioner of Industries, CM Yuva Fellows, Nodal Officers of Banks and District Managers under the Ramp Scheme were present in the meeting.
In his address, the Mission Director said that the Chief Minister’s Youth Entrepreneur Development Campaign is not just a scheme but an employment generation mission of the Yogi government, which aims to connect youth with self-employment through innovation-based projects. He informed that since the inception of the scheme, loans have been distributed to 1.35 lakh youth and instructions were given to prepare a daily action plan to ensure 100% target achievement by March 15, 2026. Also, the Joint Commissioner of Industries and Deputy Commissioner of Industries were instructed to visit the area and thoroughly review the pending cases and resolve them in a timely manner. Emphasis was also laid on increasing the publicity of the CM Youth Mobile App and ensuring its reach to at least 50 thousand people.
The State Nodal Officer gave a detailed presentation on the updated district-wise and bank-wise progress under the scheme, the status of pending and rejected applications, the increase in quality applications, and the upcoming roadmap. The MD, UPSIC, provided information on the Ramp Scheme and the new amendments made to the training modules through the Knowledge Partner Solutions Committee.
The Additional Chief Secretary stated that the Chief Minister’s Youth Entrepreneur Development Campaign is among the top priorities of the Yogi government. He placed special emphasis on transparent beneficiary selection, quality training, innovative projects, and effective use of online tools developed under the scheme to achieve the goals in the remaining period of the 2025-26 financial year. He directed officials and CM Youth Fellows to conduct field visits, tehsil-wise camps, and regular reviews, and indicated strict action would be taken against any negligence in the scheme’s implementation. He also directed strict action against middlemen and brokers to prevent negative publicity.
In his address, the Chief Minister’s Advisor stated that this scheme is a highly ambitious initiative of Chief Minister Yogi Adityanath himself. Expressing satisfaction with the achievement of 72 percent of the scheme’s targets, he encouraged the expediency of completing the remaining targets. He directed district magistrates to conduct regular reviews, ensure maximum participation of women, conduct impact assessments of 50,000 loan beneficiaries, hold ministerial-level review meetings in Western Uttar Pradesh, and encourage outstanding CM Youth Fellows. He also directed strict action against underperforming districts. He also directed the review to be conducted again in April of the upcoming financial year 2026-27 and to integrate the training modules into the Karmayogi platform.
In the second session, a detailed presentation was given on the CM Yuva Mobile App, the CM Yuva Portal, and the UP Mart Portal, explaining the process from application to loan disbursement, self-verification six months after the establishment of the enterprise, verification at the bank and DIC level, and progress monitoring. Bringing machinery suppliers onto a unified platform through the UP Mart Portal was also discussed.
The programme concluded with a vote of thanks by State Nodal Officer Sarveshwar Shukla after a question and answer session.
