Prayagraj: On the fourth day of the 2026-27 Uttar Pradesh Legislative Assembly Budget Session, Uttar Pradesh Industrial Development Minister Nand Gopal Gupta Nandi, while answering starred questions posed by MLAs Dr. Ragini Sonkar, Dr. Hriday Narayan Singh Patel, and Samarpal Singh, informed the Assembly about the state’s economic and industrial progress, as well as employment-oriented schemes and efforts. Meanwhile, Minister Nandi launched a scathing attack on the state’s industrial pace, plight, and hooliganism under the Samajwadi Party government.
Minister Nandi said that before 2017, the perception of Uttar Pradesh under previous governments was that of a wrong state, a state of goons. Uttar Pradesh was also called a sick state. Today, Uttar Pradesh has emerged as a major destination for investment. Minister Nandi said that if the members of the Samajwadi Party were on the ground, they would have known the ground reality. Their politics, which starts with Instagram reels, dies down by the time it reaches Facebook. In the previous governments, investment was on ventilator in the environment of anarchy and crime. Under the Samajwadi Party government, the One District, One Mafia system was dominant, whereas today, with the One District, One Product, Uttar Pradesh is moving towards progress. Under the SP government, Uttar Pradesh was a paradise for mafias, whereas today, under the double engine government, Uttar Pradesh is a paradise for investors.
Responding to a starred question posed by MLA Dr. Ragini Sonkar in the Assembly regarding the percentage of industrial projects implemented on the ground by the Industrial Department over the past nine years and the state’s gross domestic product (GDP), Minister Nandi stated that through four groundbreaking ceremonies held since 2018, 16,478 industrial units have been established at a cost of Rs. 12.10 lakh crore. Of these, 6,352 units have commenced commercial production. Minister Nandi stated in the House that the Gross State Domestic Product (GDP) was Rs. 13.30 lakh crore in 2016-17, while the GDP is projected to reach Rs. 30.25 lakh crore in 2024-25, representing a 127 percent increase in GSDP.
Minister Nandi said that before 2017, no investor wanted to come to Uttar Pradesh. No entrepreneur wanted to set up industry here. Lawlessness, fear, and apprehension had punctured Uttar Pradesh’s industrial development. Today, every district from Ghaziabad to Gorakhpur, and from Hamirpur to Lakhimpur, is shining with the light of industrial development. Before 2017, the definition of industry in the state was kidnapping, extortion, and crime. Today, the definition of industry is investment, export, and economic prosperity.
Through groundbreaking ceremonies held so far in the state, 38.55 percent of the units have commenced commercial production. During this period, Uttar Pradesh’s Gross Domestic Product (GDP) has registered a historic increase of 127 percent. A detailed account of this was presented to the House.
Minister Nandi, while answering the questions of the MLAs in the House, said that our policy, intention and decision are all clear. Our only vision is the industrial development of Uttar Pradesh, our only mission is the economic prosperity of Uttar Pradesh. Minister Nandi said that after independence till 2016-2017, 14 thousand 169 factories were established in the state. Whereas by 2024-25, the number of factories established in the state has reached 27 thousand 351. In just eight years, 13 thousand 182 factories have been established. Minister Nandi said that till now our government has given incentives worth Rs 16 thousand 592 crores to the entrepreneurs.
MLA Dr. Hriday Narayan Singh Patel had asked through a starred question how many companies participated in the groundbreaking ceremonies held so far, how much investment was made and how many people got employment. Answering this question, Minister Nandi, giving complete data of the groundbreaking ceremonies held so far, said that according to the data recorded on the Factory Act Management System from April 1, 2017 to February 3, 2026, a total of 15 lakh 99 thousand 699 workers got employment opportunities. Responding to MLA Samarpal Singh’s question about the number of expressways constructed and proposed, Minister Nandi stated that a total of five expressways are currently operational in the state. One expressway is under construction, and eight expressways are proposed. UPDA has spent a total of Rs. 1,000.72 crore on the maintenance of the four expressways constructed and operational in the past three years.
