He submitted a memorandum to include Kesarwani caste in the backward class and said that the population of Kesarwani caste is one crore in the whole country and most of them live in Uttar Pradesh who are socially, economically and educationally backward and have negligible representation in legislature, judiciary and executive. 90% people of this caste are living below poverty line and are earning their livelihood by selling tea, chaat and hawking and the condition of women of the society is pathetic, therefore there is an urgent need for this society to be included in the backward class and said that a memorandum has been submitted to the Honorable Chief Minister Yogi Adityanath ji two years ago. Memorandums are being continuously submitted since 1991 to include Kesarwani caste in the backward class and this society has also been included in the backward class in Bihar and Jharkhand. He said that in 1953, on the basis of national standards of development, a survey of non-scheduled caste, scheduled tribe castes was conducted by Kaka Lekar Committee in which Kesarwani society was considered backward caste and BP Mandal Commission constituted in 1979 also considered it as backward class. In its report, in part 2, page 171, it has been recommended to include Kesarwani caste in other backward classes. In compliance with the decision given in Indira Sahni vs Government of India in the petition filed in the Honorable Supreme Court for implementation of the above mentioned research, the Ministry of Social Welfare, Government of India issued Resolution No. 12011/68/93 BC dated 10.9.1993 to provide reservation to Kesarwani caste along with other scheduled castes in all the states and the Gazette of Government of India Extraordinary Part Number One Section One dated 8 December 2011/Agraharan 17.1993 resolution of the Ministry of Social Justice and Empowerment was passed. In this context, we demand that Kesharwani community be included in the backward class.
